The Government of Uttarakhand has issued SOPs and guidelines related to Kumbh Mela Registration, passes and COVID-19 safety measures for visitors to the Kumbh Mela, which is being held from 14th January 2021 in Haridwar. These guidelines have to be followed by everybody visiting the Kumbh Mela in Haridwar. Note: Kumbh Mela Registration will be compulsory for everybody attending the Kumbh Mela. Once you open the above link, you will see a form. You have to fill details like Name, Father Name, Gender, Age, Email and Phone Number.
After that you have to upload two documents: 1) Address Proof and 2) COVID-19 test report (The report should have a test date 72 hours before the date of the visit.) Then you have fill travelling details like Type of Trip, mode of transport, mode of arrival in the Haridwar town,
Number of co-travellers in your group.
After that you have to mention your stay option whether it is hotel, dharamshala, ashram, homestay, own house, relatives accommodation or no accommodation for day trip only.
Then you have fill your address and city from where you are coming from and mention the purpose of the visit.
COVID-19 Guidelines Related to the Kumbh Mela (As per SOP by Uttarakhand Government)
The Uttarakhand government has also laid down a set of COVID-19 guidelines which will have to be followed by devotees and tourists visiting the Kumbh Mela. These guidelines are mentioned below:
Devotees and tourists visiting the Kumbh Mela Haridwar 2021 will have to carry a negative COVID-19 RT-PCR report. The report should have a test date 72 hours before the date of the visit.
Use of face covers or masks will be compulsory.
All devotees will have to register with the government of Uttarakhand.
Devotees & tourists will also have to obtain a compulsory medical certificate in their state from the nearest
Community Health Center/District Hospital/Medical College.
Those who are above 65 years of age, or senior citizens, pregnant women, children below 10 years of age and those with comorbid conditions like diabetes, hypertension, chronic lung disease and cancer should avoid visiting the Kumbh Mela.
Individuals should always maintain a distance of 6 feet from each other at all times.
Wash your hands frequently with soap, even when they do not look dirty. Alcohol based sanitisers will be made available.
Spitting is strictly prohibited.
Aarogya Setu app should be installed by everybody.
Please follow all the guidelines for COVID-19 issued by WHO, Govt. of India, Govt. of Uttarakhand and various related Govt. Agencies.
Please wear a mask at all times.

Don’ts:
Don't wear shoes is you want to visit Har Ki Pauri. There is no entry on Har Ki Pauri if you cam wearing shoes
Don’t pollute the river Ganga by using soaps, detergents or by disposing Pujan Samagri into the holy river.
Try not to carry too much baggage while travelling and avoid carrying valuables.
Do not use plastic bags in the city and mela area.
Do not spit anywhere in Haridwar.
Kindly do not defecate in the open, search for public toilets (Sulabh Sauchalaya). There are many in Haridwar and many mobile toilets will also be installed.
Don’t trust strangers offering something to eat in the name of Prasad.
